Thanks! It's classified as a GP38N so it has all the electronics upgrades as any other rebuilt GP38, interestingly this one never actually got repainted during the process.
The power move was completely random (and has not happened again since), and there is a morning job that runs MoWeFr at like 9am and there is an evening job that runs M-F from 5pm-12am
