XV is not just a party, and part of the tradition is to change flats for heels as other people above already mentioned. You can’t blame the mom for asking to give it a try with the dress once, ofc if she didn’t feel comfortable she can say no. Most quinceañeras only use them at the beginning of the party anyways and change them to flats or sneakers at the end to dance more comfortably. Please respect her mom wanted to follow a tradition of her country and not call it messed up just like that.
