There are tunnels in my city with a low clearance. There are sensors way before the tunnels and if they detect an overheight vehicle it will turn the traffic light right before the tunnel red to stop all traffic and the large vehicle must take the road exit next to it. If the driver doesn't do it on their own then employees will come out and force them. There are usually cops stationed in the employee areas for traffic issues like this or accidents inside the tunnels. It's a system that works and keeps everyone safe.

Before the 2010 tragedy, I thought the whole thing silly and nothing but a nuisance. People would say lower the road! But you can't. It's barely above the lake as it is. And yes, the lake level is controlled kinda but lowering the road is just not possible in terms of drainage and flooding.
But when people died, several innocent people that were just sleeping, it should've been clear to all that corporate profits are more important than human life. I recall amounts like $10 to $0 million or something like that. I don't care. CSX is about as heartless and profit hungry as they come. Railroad companies are immensely powerful bc they have land everywhere and easements on land everywhere else. Everyone will need to do soemthing across their tracks at some point so instead of the govt telling them how it is, they tell the govt how it is.
I know this from working with them on IMPROVING a drainage culvert. The client was spending millions on a project that included replacing a culvert as old as syracuse with concrete tunnels that would increase capacity 10 fold, be more structurally sound, and require less maintenance.
You'd think we were proposing to build a nusance in their front yard! The put us thru the ringer and we were IMPROVING their ifnrastriucture!!! Infrastructure that they have neglected BTW.
Well, this bridge is too much. Somewhere in CSX is a room of men that want their christmas bonuses to be $50k and not $30k like it would be if they decided to maybe save some lives - or more accurately, stop the needless daeah

Instead of paying the railroad to fix the bridge, the state could re-route the road, put in a railroad crossing, pass a law requiring the crossing to be open a certain percentage of the day or more (say, 90% availability between 8 am and 6 pm every day), and make CSX deal with the logistical headache.

No Sorry but CSX Built a bridge that was fit for purpose when it was a cannal, the State deciced to run the road along the old cannal its the states issue to solve (or not). CSX should absolutly be investing in infrastructure and improvements to increase safety and performance for its customers and for when its activitys cause incidents. this is one case that they have no obligation to do anything.. now a win win would be to renovate the bridge when it comes due in combination with the state to solve this issue with CSX takeing up the cost of the strait replacement and the state takeing up the cost for all the modifications needed for a better design for the crossing but who knows when that bridge needs replacment/major works.

No. That would send the roadway before lake level and it would be flooded. You would have to lower it nearly 3 1/2 feet to get to standard clearance (14 feet). The only semi-feasible solutions are: 1) Raising the bridge (that's up to CSX - and it doesn't need full replacement as it is structurally sound), 2) Demolishing the bridge for an at-grade crossing (bad idea - opens up new problems), or 3) Closing the bridge and dead-ending the Parkway at each end, but that would require widening adjacent roads.

They’ve established that an unacceptably high number of drivers will miss the warning signs. It’s time to move beyond just signs. How about a height sensor that triggers a traffic signal to turn red before the bridge and automatically calls the cops. Then keep the light red until the cops get there to figure it out. PITA yes, but better than when they actually hit it. It’s really not that difficult.
