how to ACUTALLY get it.: keep driving in the sea till you find a yacht in the sea
step 1: kill everyone and loot them
step 2: kill the captain and get the captain safe
step 3: get the safe in the bathroom guarded by a bandit
step 4: your done you have it. But if your lazy to get 2 of them get the one in captain's room boom you unlock it
