the hardest character is probably cashier because of the time it takes. Mayor Cyprus is decently easy because you can just loot every safe and then rejoin to get it but there is no easy way of getting cashier
Giving medicine to the patients in the hostpital acually counts as serving, thats the fastest way i think
the winter bandit camp exists now and so does the yacht so you could rob those places
