You could wear some baselayer shorts under the padded shorts to keep things in place/reduce friction.
Depending on what pitch surface you play on, you could get some cleats or astroturf sneakers for hockey.
If you still have problems with the tongue on the OBO kickers, soccer shin guards will reduce the rubbing along with long socks.
