It's possible it might be timed gated and you have to complete one of the other quest lines for it to be completed. I finished up to chapter 3 today in the campaign, but tomorrow I'll look into the issue and get back to you.
@@dmc2095 I did some research on it, and couldn't find the answer on WoWhead. I went over to the quest giver as well and I couldn't grab the quest either. I'm willing to bet it's time gated and can't be unlocked until a certain part of the campaign questline or something. No one has an answer currently at the moment, but once someone does I'll do my best to update it here.

Well to be fair to them, it is still PTR, they change small details all the time before the patch comes out. I've given that feedback as well, I do agree it would be frustrating to fight the players on the realms or connected realms to get those scrolls.

I'm unable to start the A Return to Grace questline for some reason on live

they cant be serious about the shared CD Scrolls. Good 9.2 gameplay incoming standing there trying to click a scroll between hundreds of other players
