By the looks of it I would say 1500GPM with a pressure reading between 60 psi and 150 psi. Does not sound like a lot of pressure but through a line that size is a lot.

As for the 22 turns you must have read that in manufacturers publication. A lot of fire hydrants have less OR more than 22 turns. Depends whether they have coarse or fine threaded stem rods. I've seen them full open at around 17 and some that take a lot more to open. Some old Ludlow hydrants have more than 22. Earlier comment about the opening and closing of hydrants not following M 17 guidelines agrees with my point
On the Sick and Wrong Podcast, Episode 605, they told a story about a man who committed suicide by tying a rope around his neck from one end, with the other end being tied around a fire hydrant. He then drove his vehicle at full speed until his head snapped! I never thought of fire hydrants as being suicide accessories before! 😂

That's a yellow hydrant. It means the supply of water comes from a private supply system. That hydrant has infinite water.
Time 0:36 shows very clearly why fire hydrants should be flushed twice yearly.
