Also the intended method of reaching the balloons is to use the chicken glide point that can be beerly seen at about 3:48-3:49 just above the character name on the hud. It's kind of hard to make out in the video but it's there.
Fun fact: if you get on top of the train tunnel near hayes farm and spawn a bike with nitrous, you can ride on the hills... until you drive far enough, where you will fall through the floor.

Yeah the balloons are a real game mechanic because at the end there is a token on the alligators head so idk why he said it was a myth
