I remember jumping over to the baloons in the wii u version, but I always thought there was something here to find as you can litterally see free roaming elements like balance ropes and a climbable ledge on the pig baloon like this place was meant for players to find. Isn't there supposed to be a character token on the gator too?

It's one of the gang arrest city challenges that you find at the nose of the alligator. Also the intended method of reaching the balloons is to use the chicken glide point that can be beerly seen at about 3:48-3:49 just above the character name on the hud. It's kind of hard to make out in the video but it's there.
well I’m pretty sure his lore is that he’s incredibly rich (or his parents are) but I think what he actually says in the game is that his parents own the hotel in paradise sands, not that he lives there.
Fun fact: if you get on top of the train tunnel near hayes farm and spawn a bike with nitrous, you can ride on the hills... until you drive far enough, where you will fall through the floor.

Yeah the balloons are a real game mechanic because at the end there is a token on the alligators head so idk why he said it was a myth
