There's an example of that in Lego Marvel Super Heroes. The Destroyer is a boss you fight but when you unlock him you get the mini Destroyer who's not all that impressive. He's not even a big fig despite the fact this was the game that introduced them as playable characters. And Venom got two forms so it would have been possible to do the same with Destroyer but apparently not.

You actually can play as Han Solo (frozen in carbonite) in LEGO Star Wars II, all you do is go to the Jabba’s Palace level in free play mode, turn on extra toggle, and hop around as him as long as ya want!
Honestly, he looked kind of lame. If he was in the game they could have done a lot more with him then what was seen in this video. They could have given him the little disks, skates, and a nike with neon streaks.

The Dragon Dance figure reminds me of what I used to do. I take a minifig and remove the legs before placing the torso onto a 2x4 brick and then place the legs underneath it with a second pair of legs at the back for a Centaur.

For LEGO Batman 2, there were two other unused characters: Nora Fries and Darksied.
There are more unused characters. Man of the year Lex and Bruce Wayne, Vixen, Superboy
Nora is probably the best as that is the only lego version of her.
