70% is the maximal stat you can add. if you already use 18% 4 time (that's more than 70%), then it's a waste if you add another 14% or 18%. so, that's better to add something like 160,etc.
Bandai might just be going crazy bringing this Luffy with no guarantee since he is already an EX considered old and there are many characters more meta than him and guaranteed to catch on🤬
