Best guess is that they intentionally skipped over Xaku so they could release their prime in Koumei since that'll be closer to October and fits the spooky scary vibes, they'll probably hold off on Lavos just a bit longer since that means releasing Cedo Prime and Cedo is still super strong so they'll probably wait until 1999 for Lavos, if not later.
I'm not sure a Xaku Prime is possible. Primes are supposed to be the original 1 of 1 Orokin built warframes, whose method of manufacture is lost to time until tenno recover them from void relics, (making regular variants of warframes mere imitations of the originals). Xaku does not have an original counterpart. So if people were raging about the Valkyr Prime/Gersemi debacle and how it apparently breaks the lore, then Xaku Prime would completely atomize it since it's comprised of three different unknown warframes. It'd definitely be cool to get a Xaku Prime but I won't hold my breath.
