The driver of the car that rolled clearly didn't cause the accident but sure as hell didn't do much to avoid it. Not once did I see brake lights on their vehicle even though there was plenty of time to slow or stop once the other driver was coming into their lane. Hope everyone was okay.

Note to people who are first arrivers to an accident and are going to park their car; always park BEHIND the accident with your emergency lights on, thus both alerting cars coming towards the accident who will see your lights long before the wreck and your car will work as a buffer between upcoming cars and the wreck while you are outside helping people, ensuring your own safety. Always park the car at an slight angle OUTWARD with the wheels pointing TOWARD the field, so if someone crashes into your parked car it will roll OUT of the road and not into your wreck or into other cars.
Good footage; however, you could have shortened it a bit instead of having us listen to your blinker and thinking something else was going to happen....

So right at the border btwn OPP and Toronto Police jurisdictions, I wouldn't wanna be the 911 operator and scramble what police force to place the call to. But for EMS and FD, is City of Toronto.

Ultimately, without any police citations this video will incriminate them both and they'll both be found at fault during insurance arbitration. The SUV for the illegal u-turn and the Chevy for speeding and failing to break when they saw the SUV merge across the dotted white lines.
At worst, the car driver will be assigned 20% fault. First, you would need an expert to determine the car's speed on the video, which is an extra cost the insurance companies don't like to spend. The SUV driver committed a number of offences all of which contributed to the accident, and the lack of any one of the offences might have avoided the accident, failure to signal, improper lane change, improper turn, failure to remain in lane, etc, all of which could be condensed into a single charge of reckless driving.
SUV definitely at fault... but why was the small car traveling so quick EVEN THOUGH the SUV was in half the lane? If he slowed down he could have easily avoided it. Still, SUV at fault no doubt.
Pretty sure the *official* speed limit on the 401 is 100. Unofficially -- I had someone tailgate me then, when I brake checked him, flip me off when I was already doing in excess of 110.

Was the SUV a police or state vehicle? It's a ford Explorer and that would explain why they were attempting a U-turn
