No, the penalty was not for an “illegal block below the waist”, the penalty was an illegal “chop block”. That’s why only 1 flag was thrown... he said he threw the flag “late” because he wasn’t “100% sure” that it was an “illegal block below the waist” by the right guard…. [[A “block below the waist” is not always a penalty; for example, a right guard is legally allowed to block below the waist as long as it occurs inside the tackle box and within 5 yards of the neutral zone… ]] So while he was busy processing everything to determine whether the low block was legal or illegal, that’s when the tight end came and engaged high on the same linebacker. That’s illegal, it’s called a “chop block”. He said when he saw that happen, he looked up and went to throw his flag but he had a running back right in his face so he had to move out of the way of that first before he could get the flag thrown. So all of that in that one little play is why it seemed like it took a little longer than it normally takes for him to throw his flag.
