Well, it's not a Smartrace function. It's more like wizardry that requires a lot of work. First you need external caution buttons which activate the start button on the control unit. I did a video on how to tap into the control unit and add external caution (Start) buttons. ruclips.net/video/Av_OwjUfdx4/видео.html Then I figured out I could use the caution buttons to power relays that will activate the start button on the CU, power the pace car and kill (disable) the LED senor to the pit lane switch. See this video ruclips.net/video/qUq-hY4Ke8M/видео.html It's not a step by step how to video but it should give you some ideas on how to do something like it yourself. How do you disable the pits during the VSC? I don't recognize that as a Smartrace function so you have some wizardry happening there.
