In a simple way ....don't be make it more complicated.
Just do one thing. Go to the TASK MANAGER -> Windows Explorer process -> Right Click on it & Select Restart Process. Problem must be resolved.

*If you're unable to open Settings in Windows 11 due to an error, one solution you can try is to use the Windows PowerShell to reset the Settings app. Here's how:
1.Right-click on the Start button and select "Windows PowerShell (Admin)" to open PowerShell with administrative privileges.
2.In the PowerShell window, type the following command and press Enter:
      Copy code :
      Get-AppxPackage *windows.immersivecontrolpanel* | Reset-AppxPackage
3.Wait for the command to execute. This will reset the Settings app to its default state.
4.Once the process is complete, close PowerShell and try opening the Settings app again to see if the error persists.

I'm getting that message for every fix attempt offered here. I also got that message trying to look at Programs and Features, so I can't delete the last update which is when this started.

The error message "This file does not have an app associated with it for performing this action" in Windows 10 generally relates to file association issues or potential corruption within the OS. If you're getting this error when trying to access core system functionalities, it's indicative of a deeper problem.
      Here's How To resolve this:
      1.File Association Reset:
Download a file association reset tool for Windows 10 from a reputable source. This will reset all file associations to their default.
Run the tool and see if the issue gets resolved.
      2.System File Checker:
Open Command Prompt as an administrator.
Type sfc /scannow and press Enter.
Allow the process to complete. This tool will scan and repair corrupted system files.
      3.DISM Tool:
Open Command Prompt as an administrator.
Type DISM /Online /Cleanup-Image /RestoreHealth and press Enter.
Wait for the process to complete. It might take a while.
      4.Safe Mode:
Restart your computer and boot into Safe Mode.
Once in Safe Mode, see if the problem persists. If not, a third-party application might be causing the issue.
      5.New User Account:
Create a new user account with administrative privileges.
Log in with the new account and see if the problem persists there.
      6.Restore Point:
If you have a system restore point created before the issue began, consider restoring your computer to that point.
      7.Update Windows:
Check for and install any pending Windows updates. Sometimes, bugs get fixed in subsequent updates.
      8.Reinstall Windows:
If none of the above solutions work, consider a clean installation of Windows. This is a last resort, as it will erase your files and settings. Ensure you back up any crucial data before proceeding.

@@FixITKalia I did the sfc/scannow, it stated it repaired files and I'm still getting the the error message. I tried the DISM tool I was told "Elevated Permissions Required To Run DISM" I don't know what that means. I'll keep trying each of them, thanks for the advice.

the error message "Elevated Permissions Required To Run DISM" suggests you need administrative rights to execute the command.
Here's how to run DISM with elevated permissions:
1.Run Command Prompt as an Administrator
Press the Windows key on your keyboard.
      Type "cmd" or "Command Prompt".
Right-click on "Command Prompt" from the results and choose "Run as administrator".
2.In the Command Prompt, type the following command:
      arduino
      Copy code
      DISM.exe /Online /Cleanup-image /Restorehealth
      *Press Enter.
The tool will start and try to fix any detected issues. Once complete, you can try running sfc /scannow again to see if it identifies or fixes any additional problems.
If the above steps don't work and you continue to face issues, there might be more significant underlying problems with your system, and you might need to consider more extensive solutions, such as a system restore or even a clean install.
