The question raised, shouldn't the inauguration(the 'pran prathistha' or enshrinement of the idol) be done by a saintly figure/high priest ? Let's answer to that in a more technical way. As per Hindu classical scriptures, 'Pran-prathistha' is either to be done by a high priest or by the king who upholds the power and rule the kingdom. In present time, In India, a PM is equivalent to a king as it take care of the citizens, maintains the law and order, provide necessities to its citizens, etc. Currently, Shri Narendra Modi is the PM of India and thus, has all the rights to inaugurate a temple.
