- Manuel Salvador Zapata lives in Dabeiba, Colombia. His family was tragically buried in a landslide in a highway project area overseen by a Chinese state company. Since its inception, landslides in the area have more than doubled.
A DW Exclusive exposes the dark side of China's development projects through firsthand accounts and whistleblowers lifting the lid on the true costs of Beijing's expansion.
The project is putting the lives of almost 3,000 people at risk and has already erased ancient sites, causing irreparable damage as officials got cozy with the Chinese state company.
We speak with Manuel, local officials, and experts to understand who is accountable for these tragedies and what role the Colombian government plays in these developments.

El documental ignora lo escarpada que es la orografía Antioqueña, imaginen hermanos alemanes que para recorrer 250 kilometros en esas carreteras podemos tardar entre 8 y 12 horas. Ustedes tienen derecho a tener modernas autopistas pero nostros tenemos que seguir muriendo en peligrosas y arcaicas carreteras que van por una escarpada orografía. 3. Me toco levantarme muy temprano para subirme a un helicoptero y viajar a Dabeiba a atender a las victimas de esa tragedia que menciona el reportaje, estoy tristemente acostumbrado a atender emegencias de ese tipo, los aludes son macabramente frecuentes en Antioquia (Recuerden que es una ortografía muy escarpada). 4.Esa autopista que construyen los chinos va a disminuir la enorme cantidad de muertes en la via que ocurren y que el documental deliberadamente ignora. No se imaginan lo terrible que puede ser un traslado de emergencia en ambulancia por carreteras estechas, sinuosas y con aludes frecuente... No soy pro Chino, Soy ciudadano colombiano, Natural y residente de Antioquia, médico que atendió a las víctimas del desastre mencionado y me doy la libertad hermanos alemanes de defecarme en su hipocresía.
Me parece, doctor, que está intentando minimizar los hechos que pueden cuestionarse acerca de las actividades de estas constructoras chinas en conjunto con actores colombianos simplemente apelando a una empatía y una humanidad etérea, e insinuando que la ideología alemana tras este documental está interesada en entorpecer el "desarrollo" del sur global.
Yo soy bogotano y nunca he estado en Dabeiba, aún así, voy a señalar su hipocresía: en lugar de increpar ahora a los actores económicos que se lucran desvergonzadamente y quienes debieron haber adelantado un proceso de mitigación de riesgo con las comunidades afectados -que para eso es que se tienen que tramitar las debidas licencias ante el ANLA-, prefiere sugerir que los alemanes del documental son indolentes porque desconocen que, con la nueva carretera, podremos llevar más rápido a los hospitales a los heridos pobres que viven en invasiones ubicadas en los piedemontes de las lomas antioqueñas.
Si tanto interés tiene China en que le dejemos hacer carreteras desde puertos hasta los corazones poblacionales del país para que podamos seguir comprando sus productos hechos con mano de obra esclava, que afectan los recursos naturales y que destruyen las industrias locales, han debido considerar en los costos que presentan para las licitaciones lo que debe invertirse en relocalizar a todos los que ven que, en cada época lluviosa, la naturaleza sepulta barrios completos y siguen durmiendo plácidamente en la pata de una montaña cubierta de tierra suelta.

They don't build tofu infrastructure, we Colombians are seeing recently inaugurated bridges literally falling apart because corrupt politicians buying cheap materials and crappy random firms like those of the Chinese complicitly building with that. + Those towns are dependant on commerce brought by traditional routes, lazily planning or moving roads means disrupting their economics and intentionally bankrupting thousands.
As a Colombian i can tell you, Chinese infrastructure is mediocre at best. And also it was not cheap for us taxpayers because most of the money went to bribes and corrupt deals between our politicians and the chinese

La carretera en construcción es vital para Colombia, ya que conectará Medellín, una ciudad del interior, con el puerto marítimo. Contrario a lo que se afirma en el documental, la carretera está destinada tanto a la importación como a la exportación. La responsabilidad de garantizar que la carretera no pase por áreas arqueológicas o sensibles recae en los funcionarios del gobierno colombiano, no en la empresa constructora. Es injusto culpar a la empresa constructora de todo, ya que los medios a menudo atacan al blanco más fácil. El documental también pasó por alto los importantes beneficios económicos que esta carretera traerá a Colombia.

China offers money with ridiculous interest rates which have the sole purpose of ending up as owners of those projects when the countries fail to repay and end up defaulting. This plus the absurdly terrible quality of Chinese construction standards and EPC companies. It’s the recipe for disaster

Big companies are powerful, with access to large quantities of money and armies of lawyers. They bribe and lobby their way into concessions and don't adhere to environmental or safety standards. Governments of developing nations are often no match. There are many examples of this. It's criminal behaviour.
DW, your report is not entirely true, this project is built by a consortium made up of several companies, where the chinese company only has 30%, the other 70% corresponds to Colombian companies, furthermore, this is a region of the country that due to its geography and climate change has suffered from landslides for a long time, in addiction to the construction of houses (invasions) on land where it is not permitted.
In China, there is a famous saying: "To get rich, one must first build roads." For a developing country, good infrastructure is the first and most important step towards becoming prosperous. The process of building infrastructure may have some negative impacts on the environment, but some costs must be paid, unless you want to preserve all the forests and have the people living in trees.
Better to live in trees than live in a wasteland. The future has been predicted to be apocalyptic due to modernization. Billions of people will cease to exist.
that's true and a part that one has to realize about the history of Colombia is that infrastructure is directly tied to corruption, for better or worse. Colombia lacks any sort of respectable railroad system because since the early 1900s private interests promoted de erosion of the railroad system to favor the owners of truck fleets and buses. To this day, in Colombia only one city has a metro system, it's not the capital, and Bogotá's metro has been a project that hasn't advanced due to political interests, the last time it was changed was around 2018 when a certain major threw away the studies for a subway in order to lessen the political capital that this project would provide to the former major for the next elections, nowadays a mediocre metro over pillars is being built, with stations separated by over one mile of distance between each other, the project was awarded to chinese contractors in a very shady deal that was performed in the middle of the night on closed doors and in secrecy.
Now you mentioned that, in a chronic from an European traveler on Colombia in ten late 19th century he claimed "half of the problems of these lands could be solved if they build proper roads to connect the territory"

Not true at all. The burial mound could have been avoided but the government regulations were not strong enough, and the company building the road was not ethical enough. The citizens of a nation can change at least one of those things.

Pal, the roads here in Colombia are literally falling apart, the whole infraestructure is going down, bridges are falling and the roads are sinking, and the goverment only focuses on building more and more tolls that each year become more expensive, we have been in the need of destroying some of these tolls because it in unbelievable that they take a lot of money from us and we dont see progress or any change in our roads...
As a Colombian we don't want tofu useless and insecure infrastructure, we want well made durable projects, China is doing stuff for cheap and our politicians lease them contracts in order to steal whatever extra bucks they're able to save. Our bridges are literally falling apart after being inaugurated...

@@rickjames18 colombia isn't paying any bills, they're sharing the benefits, half of the people employed are colombian, the other half are chinese and thus,cheaper methods of goods distributions are created for everybody, also creating better economical standards for both of them by helping to develop both economies, since it lowers shipping prices and opens roads for chinese money industrial investments, helping to make 3rd world countries richer by fortifying their industries, increasing the value of their own currency and being able to compete with american and european capitalists in a more fair manner. this is why the westerners hate it, because they are now being able to compete, develop themselves and make the world a better place.

China is not helping Colombia, they are doing their business. The underlying fact is that China is one of the very least countries whiling to invest in infrastructure projects in developing countries. I can see bad corporate practices , but also a lack on State controll of these activities. Although the title of the video is misleading, I consider the criticism should focus on the role of Colombian State. Same old infrastructure sector problems, new investor (Chinese companies).

How is that the fault of China? It's YOUR responsibility as Colombia, the government and the entities in charge to sign off and dictate the conditions of the project. Clearly some corrupt people handled the deal and looked out for their profits and benefits rather than that of the people and community. And also it's not China's mistake if people decide to build on dangerous areas above a tunnel where there was no village before this infrastructure project. That would also be the responsibility of the municipality to allow or prohibit such unsafe settlements. Typical case of pointing fingers at everyone else rather than owning up to own mistakes.

You absolutely got the point. But that’s also possible because China negotiated those contracts under certain conditions that are not written in the contracts. Colombia’s municipalities are very likely to be corrupt, also with a lot of necessities. There’s a lack of the State Government presence in those areas that may corruption the only way. China or whoever is the investor can control the contract conditions on the table.
Overpromising, Overcharging and under delivering. China will build anything you want. Quality never guaranteed.

Colombia's capital will finally have a mass rapid transit system for its more than 7 million citizens. The contract to build a subway for Bogota was signed at Colombia's Presidential House. The $4 billion contracts was awarded to a consortium made up of China Harbour Engineering Company Limited, Xi'an Metro Company and Canada's Bombardier Inc. The consortium will operate the system for the next 20 years and will be involved in every aspect including design, building and operation. Colombia expects the project to create around 60,000 new jobs.

Zambia did not pay one dollar for that hospital if you went and saw all the little placard that says gift from the Chinese people it's the size of an A4 sheet of paper and this is a massive hospital that deals with over 2 600 referral cases a month.
But China is so humble in the way they deal with us on the African continent.
If this was an American gift it would be reported in Media from the U.$ to Latin America to Europe to Australia the whole world would know about this gift to the African continent.

I am from Colombia and China has helped us a lot with infrastructure, American media does not show that the US only brings war, death and economic disparity to my people. We prefer China! China is far from perfect but the US has historically been a disaster to our region.

There is always a cost with change but this highway is overwhelmingly a benefit to the local communities as it gives them access and opportunities that didn't exist before. The drive from Medellin to Cartagena was essentially cut in half and will bring income opportunities and jobs that couldn't be supported along the way before.

Colombia's capital will finally have a mass rapid transit system for its more than 7 million citizens. The contract to build a subway for Bogota was signed at Colombia's Presidential House. The $4 billion contracts was awarded to a consortium made up of China Harbour Engineering Company Limited, Xi'an Metro Company and Canada's Bombardier Inc. The consortium will operate the system for the next 20 years and will be involved in every aspect including design, building and operation. Colombia expects the project to create around 60,000 new jobs.
The informal dwellings (slum) built on top of the retaining wall after the road opened because it was right next to the highway offered good access to the coast and city is Chinas fault! 😅

Maybe Germans and DW should know what happens with other infraestructural projects that doesn't involve China: Narcotrafic and Paramilitary groups. Do DW know how many people were displaced by the government along with paramilitary groups to build Hidroituango Dam??? I'm pretty sure they don't know, they are just making a "periodistic" note about China, otherwise they wouldn't care what happens with people when the contractor is not China but Canada, UK, Netherlands or the US. Did DW made a note about the rape of more than 53 women, including children, that the US militaries commited in Colombia???? Even one of them raped a 10 y/o and got her pregnant. As for the doubt that "this project is not for free" isn't that normal? China is not a philanthropist. If something doesn't have a clear price tag, it means the cost you have to pay is much more than what's clearly priced.

Yo soy de esa zona y puedo afirmar que si bien la obra puede haber sido un factor muy importante en los deslizamientos, pues es una zona extremadamente montañosa, eso tambien esta asociado a una gran epoca de lluvias que hizo que se generaran deslizamientos en zonas que no estan en la zona de influencia, de hecho yo actualmente vivo en el suroeste y en el lugar donde vivo han ocurrido muerte por una carretera que se construyo hace mas de 50 años por caida de piedras.
Finalmente hay que decir que esas obras son esenciales para el desarrollo de la zona puesto que es una zona historicamente azotada por la violencia (que no fue sino hasta el mandato de Alvaro Uribe que la situación se calmo) y permitirian exportar los productos producidos en la region ademas de facilitar la movilidad

I see that the culprit is mostly the Colombian contractors, designers and government, as there are several institutions (called superintendencias) in charge of overseeing this project. This DW episode seems to have been designed to put the blame on China, or at least portraits China is the most in error here.
The same thing happened with the US in the beginning of the 20th century. Except a little worse. Right after they took Panama from Colombia, the US also imposed a Greyhound type of bus system and they wreaked havoc on rural communities. With the rubber massacres being led by american corporations and colombian landowners in order to produce wheels for the thousands of buses. They even forced the colombian government to abandon their railway projects which are now practically non-existent. A fact that has harmed the growth and development of the country significantly. Relations with the US have always been very vertical. At least with China it's a little more horizontal. That doesn't justify these things, but the moral judgements of this report can be interpreted as very biased and ahistorical.

Highway construction has destroyed more towns in the US than it has helped. First by dividing neighborhoods and second with bypassing small towns. I can't imagine it's any different in the rest of the world.
What has happened in Jamaica is that highway construction has led to development booms at and near every exit of the highways. New businesses and new housing developments. Legacy businesses along the route bypassed by the new highway don't really see a decline either, especially the recreational businesses (e.g. restaurants). The people that want to visit them now actually have an easier time to get there. And, being that many of these new highways are toll roads, many people will still use the old road to save money. But, there's less traffic.
In Jamaica, I don't see where it has destroyed towns. If anything, It has given helped some towns to develop by easing access to them.
