These types of questions are ridiculous since McCartney was most successful when working with Lennon. I think the true test is to lock each in a room with a piano and guitar and see what they do. My guess is that McCartney is a more rounded writer because he can write lyric and music.
@ Speaking as a songwriter, I would say a lot of time and effort usually goes into finding the inspiration for the subject matter and writing the lyrics. Top lines and chords tend to flow quicker. Also let’s not forget that Macca is equally adept at writing on guitar and keys. He has a far more eclectic back catalogue, which covers a huge range of genres.

It's an unfair match up. Elton John is a good songwriter, but Paul McCartney is a legendary songwriter and among the best songwriters ever.

Paul is still better, but the music is so much harder and requires much more talent, lyrics might as well be an afterthought in most songs.
