This villain felt so real, unlike the villains that came later on. All of the other villains that came after were largely good, but they knew the protagonists and had grudges with them. That made them more unrealistic compared to Zakhaev, who had little to no interactions with the main characters. That reflects real life and makes it feel like a real military operation as opposed to an action movie, which is what most of the sequels after Cod4 and World at War felt like.
World at war arguiably had an nebulous evil force as its primary antagonist and makarov worked with zakheav so it makes sense...but most of the shit afterwards....was lunacy
