Your teams are creative I’m going the extremely plain route but I don’t think it’s a bad thing because Lex has many allies he would bring with him. Mine would be Superman, Supergirl, Superboy, Powergirl, Steel & Eradicator. Keep up the interesting content
My team would be: Bizarro (bitter relationship of frankestein and his monster) Blue bettle ted kord (in new 52 lex killed his father) Starfire (lex luthor is xenophobic and kryptonians handle him civilly starfire would not) Poison ivy (mother nature vs humans ability the overcame what nature put them trough) Mr terrific or (battle of the genuises) Black lightnin (luthor is a crocked billioner while black lightning is a teacher with high moral compass)

My line up would have been: Batman(since he’s a reflection of what Luthor could be if Lex put that obsessive nature into a selfless cause) Bizarro(I like your reasoning there, plus he could serve as the primary powerhouse) Superboy(I know I mentioned Supergirl previously but Connor has beef with Luthor and could play at being an inside man for Lex only to turn on him) Blue Beetle/Ted Kord(Similar reasons as Batman though less obsessive also the New 52 thing could be a good angle) Oracle/Barbara Gordon(She’s a librarian and would be best at disabling Lex’s tech) Black Lightning(the teacher thing you mentioned plus Lightning was based out of Metropolis)
I would do your team 4, but I would have Louis Lane be a bit more involved and be the one to discover Lex's plan and warn the Steels, then later on Superman reappears during Lex's attack as a surprise and a deus ex machina type thing.

So, here's what I think; Lex Luthor in Green Battlesuit Bizarro Solomon Grundy Metallo Parasite Felix Faust Superman's weaknesses, Kryptonite and Magic, from Metallo and Faust, Parasite to weaken him, Bizarro and Grundy to pummel him. This is a powerful, controllable Team as they aren't intelligent. Of course, that's how Superman could beat them.

I can’t see Superman ganging up on Luthor as a preemptive strike!
I was thinking, we don’t often see the female villains doing well. It got me thinking, what would a female version of an opposite justice league look like. Maybe one for each of the main seven and then possibly a few others. Or could be variations. If you wanted to test yourself, could not use anti-heroes or those going that way like the Gotham Sirens being not so villainous anymore.
