Nah, it's only a shave that's wet to the skin that causes the bumps. It's so close the hair can grow back under the skin. Usually a dry shave lets the hair grow out again.

I believe in following the shaving method, with the grain and then side to side towards your mouth. This used to break me out like crazy.
