That happened to me once in Grand Theft Auto Vice City. I was in Diaz's all proof Admiral, I activated the Remove Wanted Level cheat, then the officer still followed me. He opened the door then I still got arrested.
In Vice City it's really easy to do this without cheats. You just need to use a bat or something that knocks an npc down in one hit, then quickly run into a clothes pickup (or enter the wanted cheat in the menu). If the officer gets up before it won't work.
