That's called"the fisheye lens". It gives the effect like you're looking through a peephole. Hype Williams went crazy with it at this time!
Busta and Hype Williams(video director) were winning championships at that time. Busta's videos were hip hops equivalent of Michael Jackson videos. They were crazy epic events people liked forward to. Bill Duke is the actor. It was crazy to see him do anything fun because he's always so serious in his parts.

The beginning was his take on "Lethal Weapon" where he is playing the role of Mel Gibson and the brotha actor from Predator is playing the role of Danny Glover. Then of course the classic movie "The Last Dragon" where he plays the villain. Busta and Flip Mode during this era was unstoppable. I think Spliff Starr was playing Joe Pesci but I'm not sure lol. If you don't know, Shonuff (thr Shogun of Harlem) was from an 80s kungfu movie (The Last Dragon) and Busta was recreating the character. The movie is dated, but you should peep some clips of Shonuff.
