From what i know, korean Police are very strict about gun usage in the crime scenes. Ofcourse Each police officer is accountable for each bullet fired. But they are not allowed to shot in a police raids or catching a fugitive criminal, unless its a riotous criminal attacking with a weapon. Otherwise the police officer is gonna be courted and punished. Also, there is a well known law within south korea police, that the first bullets in the gun must be blank bullets; its filled with a gunpowder (in case of a malfunction and also used as a warning shots). So, a police officer gun with 6 rounds of shots has only 4 live bullets. Basically a normal south korean police officer is not allowed to have or carry a gun in the police station or on streets; like the U.S police whom even the traffic officers carry guns.
Korean gun laws are different. I don't know enough to analyse/argue, but I don't think they are walking into the scene expecting to shoot anyone or be shot at. So the guns might be more for "the seriousness of the operation" scale-wise than "walking into a battle"... Maybe
