the discord server is the official roncord server, at the category called "Event Community"
you may find the events in # events and may know when events are happening in either # event-announcements or # event-schedules
there isnt usually a troop limit which restricts a nation's potential so people can just keep making units during these events

It's a custom nation, so it managed to exist...
This is only applicable in VIP servers. So while you see a German Reich in this video, it does not truly exist as an actual nation in the game.
