For anything to become binding/act there is a process like passing bill and how it's passed and does the appropriate body recommended it or not. The case in Supreme Court was on that and not how it panned out after becoming an act, well actually SC can't do if the act didn't reach it's desired goal. Like reservation is supposed to eliminated ineqaluality in 10yrs post independence but it couldn't and so it's extended every 10yrs and SC won't question it as long as its made by due process of law.
