The first question was well addressed. I'm not sure about bringing it up the person has not responded. I find that women don't reply well when confronted directly but just let her miss you and see if she replies. If she likes you, I figure she would.
+mav1877 I agree 'just leave it' is often solid advice too. But if you want to pursue her you have to playfully acknowledge that she hasn't responded to gain respect

If a girl really likes you, she'll offer her number first. If she doesn't, offer yours first and if she doesn't reciprocate...I'd say it's a yellow light. Not a red light, but it's worth being cautious wondering why she isn't offering it.
I like Hayley. She genuinely seems to be a nice person and wants to help men, but there is way too much to think about and do to attract a woman. I'm not saying everything has to be a walk in the park but there must be a over a dozen things to do and remember all the time. You have to constantly be thinking and working stuff out. When she first gives it to you, wait a few weeks to call her back. Never respond to her messages for at least 8 hours, a day even better.
