There’s own websites for hackers to get alt accounts, the website basically charges you 1-2$ for having an account for a week, and because you’ll most likely get banned in a week it’s a win win. One person gets 1-2$ for an account he doesn’t use and that’ll he’ll get back anyways while the hacker gets an account.

Atlas Does Not Ban People. Atlas Will Send A Report To The Mods, With High Priority If The Suspect Was Found By The Player To Be Hacking, Most Atlas Reports Come From People Who Got Reported Many Times.
