Adding Top or/and Bottom Plates to a steel beam is very easy. When you select the steel beam click on TC ( Top Cover Plate) if you want to add top plate or Click on BC (Bottom Cover Plate) if you want to add botom Plate. Or click on TB (Top & Bottom Cover Plate) if you want to add top and bottom plates to the steel beam. Once you choose the option you need you can add the plate width and thickness

Yes. Adding the web stiffeners don't reduce the beam deflection. If you have existing steel beam/s and you need to reduce its deflection, this can be made by adding top or bottom plate to the beam's flange
