What is the historical cause of the highly unusual switch to plural genitive above four which takes place in Russian? does this happen in other Slavic languages? Most entertaining but difficult for learners!.

That's because около requires gerundive case; so you have to put три in gerundive form (трёх)

In this case we add the word - штука. У меня 23 штуки часов.
Here is the rule: При слове часы (прибор) употребляется собирательное числительное (одни часы, двое часов) или добавляется слово штука (не хватает пяти штук часов).
