It's known as QUITTING = leaving a vehicle unattended with the engine running and earns the driver 3 points.
Certain vehicles are exempt. If the vehicle is fitted with a RunLock, then it's permitted.
And if he's a basic police driver, and its a racing certainty he is, then he MUST obey the highway code at all times. Breaking police regulations.

Well, a driver's license is still a form of identification. Or even a badge from your workplace or school/university. He never said "Give me your National ID Card", otherwise yes, your statement would've been valid.
So I'm not sure what you're trying to get at with that, but that speaks volumes about the frustration the British people like yourself who are a complete failure in this society when you go by the "nationality" or "previous country" reference when you see somebody in a public service role or any other role that requires passing some tests and also knowing how to read and write correctly in English.
