      AB, you asked him if he was loitering, which he refused to answer however he hadn’t identified himself as an officer? Wayne Cousins was in full uniform. Secondly people go to a railway station to meet friends etc. so obviously you don’t need to be travelling. Finally, I know you can’t fight the world BUT when that bull dog arrived why did you accommodate their privacy in public? Your battery didn’t run out did it? 😂

To make a complaint against police officers you must make it in writing at the office and get a registration number so you can follow up the inquiry if there is one and the steps taken after. All this e-mail bullshit is to cover up their illegal behavior and ignore general public.

      Watch the video. Under Section 42 of the police reform act 2002 PCSOs must produce a designation card upon request.
      An Act is a type of law passed by parliament. Breaking a law is a criminal offence. Thus the PCSO committed a criminal offence. It would be hard to defend this as ignorance of the law is no defense.

As for taking photographs it is perfectly legal and lawful to photograph anything and anyone in a public place or in a place with implied public access.

The PCSO didn't actually use any 'powers by asking the auditor's details so want's technically dealing with him. A railway station isn't a "public place", it has implied access to members of the public who have a genuine reason to be there (as with any other 'public building'.

    The law that created the PCSO's, The Police Reform Act also requires them to produce a designation card that shows the powers granted to them by their Chief Constable. IT IS THE LAW.

    This shows exactly how much respect the police have for the general public, NONE. Rather than show you his designation card, as they are required to do by law, they would rather tell you to make a complaint. The Police Reform Act 2002 requires PCSO's to produce a card to show what powers have been designated to them. Also, apart from having massive egos, the female suggests they have extra rights over men about who can stand behind her as opposed to a male. And we are actually forced to PAY to be treated with contempt.

    1) Plodess (rather bitchy, we know why) says "it's not on to see her national computer". True, but it's HER duty to protect it, full stop. Her fault.
    2) PCSO ... Arrogant, aggressive, mate not sir, chewing gum, refused to show designation card, didn't warn of covert filming. Needs firing.
    Page 23 of PCSO "behaviour and purpose instructions" states they "must follow the police code of ethics", and in there you'll find ALL the above were not followed. Simple. So he lied. He has to be fired...

    A friend of mine is a 20yr experience PC in the Met in Central London. He came back from a sabbatical recently as he's too young to retire. He was shocked at the poor state of the Met officers these days. He cannot wait to get out ASAP.

    so the last female police officer wasted 30 mins trying to find out information on the designation card when a quick google would have confirm it in seconds - when she did find out she couldn't confirm what the interaction was and so couldn't determine if he had to show it or not - why is she trying to be a lawyer just make him show it - this country is a complete mess

      my limited knowledge, for what its worth. They dont like being told by the public what they should or shouldn't do. I suppose one reason could be that they would be public puppets otherwise. Doing things that anyone tells them to do.
      I expect they have a certain procedure to follow, with regards finding out things, but google is also available to them somewhere down the procedure list.
      The chewing gum rule seems bit petty/silly, although some people really give it the open mouth chewing, and perhaps blowing bubbles with it ( though the blowing of bubbles may come under the bubblegum rule ), so chew properly if you are going to chew. lol
      Presumably the designation card is needed when they stop someone and do things like detain them etc. If they refuse to do it then, then that is wrong to do.

      Well BTP PCSOs do have their own powers of detention which are like arrest only worded as a detention in legislation, they can hold people using reasonable force for 30minutes until the arrival of a constable, this is alongside their general any person powers of arrest which include indictable offences and common law prevent breaches of the peace - any person arrests also have the ability to use reasonable force.
      It was widely reported at the time PCSOs were incepted by BTP that the environment they work on necessitates the ability to restrain someone until police constables arrived, you wouldn't want people fighting their way onto railway tracks etc.

    I would have thought every Police 'person' should have known all the rules for a PCSO? Are they PSO's then Police? Even so, their ranking should really understand what powers a PCSO should have... it seems like when you challenge some of these people they always have to contact their supervisors!? What does their training actually involve!?

      "13. Unauthorised access and loitering
      (1) No person shall enter or remain on any part of the railway where there is a
      notice:
      (i) prohibiting access; or
      (ii) indicating that it is reserved or provided for a specified
      category of person only, except where he belongs to that
      specified category.
      (2) No person shall loiter on the railway if asked to leave by an authorised
      person.
      "

    The female Police Officer was nice but not helpful, she used ignorance as a defence to not taking action against the PCSO, which is obviously not a defence. She then actually received confirmation that you were right and still took no action. Police will always try and cover each others backs, if they can, it's part of the on the job training. The CIT guy at the end was brilliant, clearly having a bad day, with customer service skills like that he should be in the Poice service.

    In the factory where I worked, I used to have nice chats with a fork lift truck driver, about football, holidays etc. Nice enough bloke but you tell he wasn't the sharpest tool in the box. I hadn't seen him for a while and asked one of his colleagues where he was. I was amazed to be told that he had left and was now a PC.
