Green team would win, I mean think of it, the powerhouses of Italy, Guangxi Clique, Tibet, Mongolia, Brazil, Mexico, Bulgaria, Turkey, Iran together. There's so many members and some have potential to become stronger (e.g. Mexico, Brazil, Turkey), however the downside is Italy, as they are incompetent.

you should play a millennium dawn scenario and give Tonga (or any random island in the pacific) crazy amounts of manpower, research all, and a ton of factories and see if they do anything.
