I'm a bit late to this video, but Windows actually supports running Linux natively using a tool called WSL! It is a shell running full-on real Linux and you should be able to use Tippecanoe with that; no Mac or dual-booting Linux on your machine.
Hello! I believe Tippecanoe is only for vector files (ie, non-raster, so not Tiff). The documentation doesn't mention anything around rasters. What are you trying to do with your raster file? If trying to convert it to MBTiles, try using GDAL.
