    My recommandations would be:
Girls Last Tour - for people that like short stories/need to appreciate life more
Spirited Away - actually just everybody
The Promised Neverland (it has no Season 2) - For people who like Criminal Stories/Suspense heavy stuff
Bocchi The Rock! - People interested in animation, and of course introverts, and people who like guitar music
    Your Name - Romance kinda
Yeah most of those are pretty "default" animes, but theres a reason they have that status.

Love your humour, keep at it. I find it funny that 1/3 of the shows you mentioned have been on my "to-watch" list for 10 years. Just never got around to them.
In the same vein as Death Note, I think Code Geass deserves a mention, especially if you want to introduce the person to more common anime themes and tropes (mechs, school life, beach episodes,"oops I fell on you") in a subtle way (as they are not the main focus). With a similarly thoughtful and morally ambiguous main character to Death Note, but with a more political and military oriented goal. I've had great luck with it for non-anime fans. Especially if they'd find the atmosphere of Death Note too dark. The soundtrack is up there, too. Not quite as epic as Death Note but very good.
I think Studio Ghibli and Makoto Shinkai films deserve a place in Disney-adjacent but with more adult potential. But there are so many, it's hard to put them in a list.
I've also had great luck with Angel Beats. Being short, it's good for people who can't commit to something longer. They have to be able to take your word, though, as it takes a few episodes for the character stories to start rolling in and the clues to start about what's actually going on.
One last thing I want to mention is comedy! For some normies, comedy is actually the way to anime for them. For some, it's the ONLY way. I had someone who couldn't take Death Note seriously. Some people are just like that. I've only tried (with success) Kore wa Zombie Desu Ka for this one so far. But you'd be surprised how much "weebish" comedy you can let in for those more down for the comedy in general. I've thought of Konosuba, but it's hard to determine if the comedy would equally shine through without the back-knowledge of the isekai genre. That said, maybe for those more familiar with fantasy and games in general.
Lots of people are into different things and what they like and dislike will determine what anime is a good recommend for them. Some people hate anime because of the animation itself - with this, the story is the key, especially if it's deep. Bonus points if the animation style is different from the typical norm (Death Note, Knights of Sidonia, Appleseed). Some people just didn't realize actual good slapstick comedy exists in anime. Some want sword fights or action but are turned off by the childishness and repetitiveness of stuff like Naruto, Bleach and Dragon Ball (as mostly fans of those ourselves, it's difficult to see past it).
I recently recommended the TV version of Erased, in order to avoid recommending an anime. May or may not see how that goes.
I wanna give one more shout-out to films in general, though. They are short and single-sitting watch. There are lots of classics you could convince people to watch, JUST because they are classics. Like Ghost in the Shell, Akira, and anything Studio Ghibli.

One of my favourite scenes in Zipang is the american sub crew completely bewildered listening to a ship dead in the water, in a state that would take hours to regain steam in a conventional vessel and then all of a sudden they hear the start up of some weird engine they've never heard of on the hydrophone and in 3 minutes the berkeley class destroyer starts gliding across the water at the speed of a cruising torpedo boat
I like how the man they would rescue becomes an absolute nightmare, doing everything to take advantage of all sides to create a new empire out of a nation he sees crumbling before his eyes with all the foresight of future texts and his own cunning to enable his desire and dream

Great list! Always proving yourself a man of culture. Bold of you though to suggest Perfect Blue to "normies" XD
I suggest the "American anime" stuff for folks who are curious about anime but know nothing about non-Western cultures, especially if they're unfamiliar with Eastern cultures and Japan specifically. I feel it's that cultural gap that takes some getting used to when watching media from overseas. Once you dive into it, you take for granted there was ever that gap to begin with... but in a way it's like trying to learn a new language (regardless of if the media is dubbed or not). To put it in simpler terms, the "vibe" is just different or even jarring to some people.
It's not entirely negative on them. For something that's entertainment, people can be cautious about how they choose to spend their limited free time. So if you want to really ease a friend who is unfamiliar with those cultural differences into the world of anime, I like to opt for an anime style but something made with Western audiences in mind. It gets people used to those cultural differences in small ways like the gags and the art style and such. And while some of those options available may not feel like anime to us (and are even debated to be anime or not in the community), but to them it's already very unlike what they're used to watching.
Helps people dip their toes if they're not the type to dive into the deep end of the pool or even just hesitant jump right on in where their toes touch the bottom.
The best one I'd suggest for that is Avatar: The Last Airbender. Western audiences love this series so much it still thrives today. The narrative is amazing and the world is very rich not to mention the animation is fantastic. You can just sit back and enjoy it or you can spend years analyzing it (looking at channels like Hello Future Me). Something else that's great that separates this from some other Western-made/for Western audience anime series is that it is deeply rooted in Eastern cultures. However, you don't have to be familiar with those cultures to get the vibe and be curious and amazed by the look and feel.
I think ATLA inspires people to want to be curious about anime and Eastern cultures on their own. It makes them feel like they can go outside their comfort zones a little because the series was such an enjoyable ride for them. So when you suggest traditional anime made in Japan, there's less of that cultural barrier. Like languages, you've learned how the societal and cultural facets of watching a show work now even subconsciously, so it makes the dive into something more traditional feel a little more natural to someone.
Everyone is different, and some people may be willing to dive right on in or have enough familiarity where they can "skip that step" and still be super curious about anime from the get-go. But if you want to get your "normie" friends hooked and they're not so sure about trying anime out at all, then I'd personally suggest starting there and slowly corrupting I-I-I mean introducing them to the wonderful world of anime!

I can't imagine being able to recommend Shinsekai Yori to a normie. With that said, I think I've watched it three times now, so I can definitely recommend it to any non-normies. Squealer did nothing wrong.
Psycho-Pass is easily the best show on this list, if you ask me. It's a philosophy thesis disguised as a dystopia disguised as a cop show. It's entertaining and flashy on the surface, but you can just keep digging into the show if you want more and more depth. It can absolutely sit on the same shelf as some of the literary classics in the genre.

IMO "From the new World" just doesn't work as a story. They forget everything just all the time, so most of the shit they did just became pointless cause duh, they forgot about it. I managed to watch up to about half way through. Every plot point up to then was 100% predictable, except how bad the dialogue got. I just had it when of course, the main character who has suffered from the effects of that society gets asked to be the next leader or something like that. Like, just imagine the dumbest thing, and the anime is gonna do it. Another example: That guy who tells the most obsurd stories about magical things? Yes of course all of that is totally real and exactly applies to another main character. That one line said that was written in so obsurdly that for even the bad standard of dialogue in that Anime it stood out? Yeah that was important hook to remind the characters later of what happend (they did not say it deliberatly weird, it's just bad writing). I did not see any real "philosphical conflict" in this Anime (meaning to the story), other than the "Eugenics maybe good/neccessary" part. 2/10, maybe funny when watching it drunk.
