This appears to be an over-dramatization of an issue that could easily been solved at the intake portion of the student's process of entering the Public Education System. Literally, a quick note being sent around to the staff saying where the kid was from originally and a few paragraphs about her previous background and 90% of this is solved. I no longer wonder why American Students are lagging in performative metrics, those "decision-makers" in the field of education are too drunk on their political power to mind the embodied duties of their job descriptions-i.e. Teaching, or facilitating Teaching.
This shows the disconnect between registration/ admin, and the actual classroom teacher.
