I’m a lifelong resident here in Oregon, and if you ever get the chance to visit the Portland, Oregon Japanese gardens and the official “Rose City” Rose Garden in Portland, it would be not only a visual paradise, but you would absolutely be on sensory overload as you take in the breathtaking varieties of roses present on the area.
More than 10,000 individual rose bushes bloom in the International Rose Test Garden (IRTG) from late May through October, representing over 610 different rose varieties.
The primary purpose of the Garden is to serve as a testing ground for new rose varieties. In the beginning, while World War I was raging, hybridists sent roses from around the world to Portland’s garden for testing.

Like others have said. This is not a private garden... It's a private park. I am sure this has evolved over many years with all the mature plants and landscaping. Most likely this was done by a garden designer . And I am sure there is a whole crew that keeps this looking so incredible. What a blessing to be able to live in such surroundings.

Working in the garden is not a chore for me. It brings me a lot of joy and is often a reflective time for me. Have a vision - make a plan and do it!! Work on different areas and let them come together over the years. I am happy that I have a small front and back yard

Absolutely beautiful gardens. Wondering if drip irrigation is needed in this zone.
