Asking as an American (New Mexico, USA) what it would take in the UK to simply stop everyone except police and military personnel from approaching and Guards and the horses at all. Stop all the touching of the animals by the public and this would make the job of the Guards a bit easier as well. They should not have to keep people from touching the reins, feeding the horses stuff they probably should never eat, etc etc. Photos should be taken outside of a safe distance from the horses and Guards.

It’s not what written on the flag, but that any flag is likely to alarm the horses. These are not police trained horses, Police horses are trained to not react (as much as possible) to flag wavers, sudden noises, etc. Thus all flags, raised umbrellas, hats ontop of walking sticks and other unusual tour guide raised identifiers are not permitted near these horses.
