Does this PS is capable of negotiating pd voltages and charge also laptops, I bought a P2408 few month ago, and althou its a great power supply, I thought I could use it as an amp meter to diagnose laptop motherboards, it doesn't negociate, stay stuck on 5V even if the PD usb C port is used, so its useless for that,
