I met Pete Milligan once in a London night club, it was pretty dimly lit and he was wearing shades then too. I thought he was blind.

He's epileptic if I'm not mistaken. I think that's the reason for the glasses, to shield him from flashing lights etc.
Gosh, I didn't know he had epilepsy but I just did a search and he seems to have confirmed that in an interview.
