It was mother nature (muddy season) in cooperation with RUS incompetence. Russians saved on materials when building it, they knew the dam is weak and only allowed empty trucks to go across.

Dams bursting is on my list of things “I never wish on my enemies”.
My rule is I may have nations I consider hostile or enemies, but I never wish ill on normal civilizations just trying to get by/survive.
Because they are just like me.
Heck, as long as an enemy soldier fights along Geneva Convention rules, avoids harming civilians, does not rape women, or loot to enrich himself (he is fighting and finds food in wreckage….I can’t blame him for grabbing some quick bites) I don’t wish a long a painful death on them.
Heck, I hope they get captured by the opposition that tries to follow the Geneva Convention and he sits out the rest of the war in a decent POW camp.
If you treat the enemy decently, and after the war let them go home (if they worked in the POW camp they can bring the stuff they bought in the commissary back home), they may remember that the “enemy” was not THAT bad.
That may help reestablish positive communications on both sides after some time.
Kind of like the US and Vietnam.
After Vietnam some US soldiers returned to try to help those affected by Agent Orange, help remove land mines, or just return to sites of trauma to try to make peace with what happened (doing that sometimes helps with PTSD, they found this out after WW1).
Unlike other Communist Governments, the Vietnamese who “kept a close eye” on these returning American Vets were convinced most of these guys were not nefarious spies. When the communist officials were told this, they decided to not “arrest these Americans”.
Instead they pulled them to the side and asked them to bring an “unofficial message” or letter to their representatives in the United States when they go back home.
After Vietnam there was NO communication between the two nations after we pulled out. Not even using Switzerland as a go between.
Well, most of the US Veterans agreed this was fine and over time this lead to unofficial back channel communications…then officially talking again.
I learned from my Grandfather (who fought in the Pacific during WW2 and retired a Brigadier General after the Cuban Missile Crisis) that sometimes enemies can end up becoming friends over time…..
