CM1 Doppler Velocity Emulation

This was ported from the ARPS "arps2rad.f90" subroutine, still need to modify a few things, and maybe derive each tilt from the model levels, and maybe implement dual polarization variables (ZDR, RHOHV, KDP, LDR, PHI, etc)
