Brazilian fan here. I'd like to point out that this sort of crime happens quite often in here, especially in São Paulo. The numbers of violence here are comparable to some wars happening around the world. We are tired of this constant tension. The police officer was going home afte a hard day of work, saw a crime happening and decided to intervene. Very hard to judge. Some people even got angry that the police decided to investigate.

It's always best to end any kind of chase (even though this didn't turn into much of a chase) involving criminal activity where especially firearms are involved on the criminal-side, as quickly as possible. I saw the full video of this years ago. The criminal did not die immediately. He writhed on the asphalt for several minutes even after an ambulance was on scene. I can't help but to think that the under cover cop simply wanted to watch him die on the spot. Brazilian law dictates that if you comit a violent act with a gun, that is sufficent grounds to be exicuted on spot
Based on what my Brazilian co-worker has to say about crime in Brazil, the guy on the bike is lucky that the thief didn't just shoot first. I can't say I fault the police officer taking a shoot first policy in a country where crime is so brazen, rampant and deadly.
Death for theft? No.
Death for armed robbery? Yes, when in the moment. Definitely if the victim is harmed.
If you have no respect for another person's life and property, you should have no value on yours.
