As an exporter, when is the cut-off time to let my forwarder knows whether I should decide to go with Original BL, Surrender BL or SWB? If the vessel has already departed is it too late to advise them?
you can revise B/L, but you have to pay revise fee.

Master bill is the bill issued from the shipping line or airline but the house bill is issued by the freight forwarder (internally)

FCR is a document to show cargo receipt. Not B/L. Actually, I've never seen FCR on the actual job.

Hi, So does this mean that when using Original BL or Surrendered BL, exporter can deny importer from picking up the cargo if payment is still not made?
You should keep Original B/L until importer make the payment. After the importer pay money, the exporter do surrender B/L. Then the importer can take the cargo.

May I ask does HBL needed surrendered too if the MBL had been surrendered? Or both of them will be surrendered at the same time?
most of the case, both HBL and MBL are surrendered together.
It sounds that surrender BL is more convenient even though it incur extra cost. What is the point for customer still using original BL?
Normally, what is the ratio of using original BL and surrender BL?
It is supposed depend on the business practice. Surrender B/L cost also depend on the companies and countries but it is probably around USD50. If shipper need to send C/O to Cnee by Courier, they will send the original together.

For surrendered B/L, consignee may have to take the BL copy and prove I am the right consignee
For sea waybill, consignee just need to provide I am the right consignee

Yes, correct. but most of the case using Sea waybill, Cnee will show the copy to get D/O.

No copy of B/L is not negotiable it should be original

Can Exporter cancel the Seaway Bill after it is issued ? If the payment from Client is not received ? What exporter can do with Seaway Bill ? And container reaches after a month ?
Cannot cancel Sea waybill once it is issued. Issuing B/L, Waybill means the cargo is on the vessel.
