It is simply industrial in nature. Sometimes these are categorised not only based on their origin( don't go by the exact meaning) , but also on the basis of process involved on it to shape/make it to usable form. Simply understand it as NORM or Convention bro. Don't get confused. Hope I cleared your doubt.

In the government final consumption expenditure you mentioned about the salaries of judges etc. but judges also consumer they spend their salary for their needs so it will be considered in the personal final consumption expenditure. So it leads to double counting in ky opinion plz clarify.
