In the original song the "he" is Valjean, but since Phoenix hasn't done anything even resembling a crime, it makes sense that Edgeworth is referring to himself here instead, with his sins/crimes being, y'know. Sending who knows how many innocent people to the electric chair with his "win at all costs" prosecution style.

Yes, they have the same instrumental because they represent a parallel to each other. Other songs in the musical have the same melody, like “Fatine’s Death” and “A Little Fall of Rain” because they are again parallels of someone dying and being promised something in their death. I’ve been a Les Mis fan for like 10 years (it was the first musical I listened to) Also the Spotify track is titled “Javert’s Soliloquy” /lh
