I mean thats essentially the case.
Doctor Strange is not weak by any stretch of the mind; he held his ground against THANOS for longer than any one had business doing. Hes probably one of Marvel's strongest Heroes alongside Thor, Iron-Man, Hulk, and Captain America. However he is still very much human... a mortal being.
Doctor Fate, is the opposite when he dons the Helmet of Nabu; he becomes a Vessel For a God. The only way to defeat him is to take the helmet off, and very few have done such a thing.
To put it plainly: Strange is a Mortal Being who borrows the powers of Gods, Fate is a God borrowing a Mortal's Body.
Still, I love both characters, they're both bad asses. Besides if the two met, I doubt they would fight; they are both Good Guys after all.

I think people seem to forget just how capable Doctor Strange is. During the Incursion arc, he was part of the Black Priests who were powerful enough to withstand a cosmic cube.

What I love about both of these characters is that theyre not lazily written wizards with stereotypically vague elemental magic etc. Theres a story behind each spell and trinket and they have unique and distinctive visuals. Makes it more fun to read/watch than just 'Fireball! Lightning bolt! Ice shard!'
Love both characters but dr fate is clealry more powerful. He's even been able to hold the spectre at bay for a time.

They both are pretty close in terms of power but at the end of the day it's got to go to Dr Fate, simply because Doctor Strange is a good guy even before obtaining mystical powers he was a doctor, he has dedicated his life to saving and protecting the lives of others, so its unlikely that he will be willing to go all the way to defeat Fate. Fate on the other hand doesn't give a shit, he'll wipe someone from existence without even a second thought.

Well, with the removal of personality restraints it becomes a little trickier to determine because as with all fictional characters they both have different ranges of power depending on who's writing them. However in the stories that I personally view as the definitive depictions of the characters, yes the outcome would indeed be the same.

The worst weekness of Dr. Fate is his helmet being removed without it he is just a normal dude this really bad because Dr. Strange can exploit this fairly easly. That kind of weakness is different from Supermans kryptonite where he can't just run away or overcome its effect, removing Dr. Fates helmet is like removing the source of his powers, a robot without batteries. Dr. Strange in the other hand has learned his powers he acquired the skills. The amulet or eye of agamoto just amlifies his strengths and what if he steals the helmet and uses it for himself, what then? It really depends on what kind battle it is they're gonna fight in, if its just an all out magic duel or a fight to the death coming from no powers to supreme or is it a cage match where two man in one man out sort of thing. Dr. Strange still gets the upper hand every time in my opinion and beats Dr. Fate for this reason knowledge is power.

Dr Strange couldn't beat Thanos because Thanos already had Infinity Stones when he learned about him. "20 years greater combat experience" (where did you even get that from) Experience means nothing when Strange could use the Time Stone to study years of mystical combat in seconds.

This is such a tough match up. I hear what you are saying about Dr. Fate, but at the same time. I think that Dr. Strange's abilities to channel from Vishante is still adequate to challenge Dr. Fate. Its a really tough call to make.
He literrly fought spectre and trapped fate in the absoloute nothingness where absoloutly nothing exists and i mean it no physics no death no aliveness no nothing but he also is imortal and he escaped it and fate died purposely to. I think overall, that the DC Universe is it tougher Universe to existent. I feel like the writers and creators from that company took more time to flesh out their characters and make intricate stories and lore, meanwhile Marvel worked more on making massive events, and appealing to people's wants, also their characters typically look a little bit cooler, but I think they sacrificed legitimate standings in their Universe for looks and fan appeasing
I think you've got it backwards, tbh. Marvel characters have always been known to be more fleshed out and relatable, whereas DC has excelled at creating classic archetypes.

Marvel doesn't have fleshed out characters, they just try to overpower their character on levels which makes no sense. How I think it is that as their name suggest, Detective Comics (DC) is more inclined towards the mysterious side of their characters. That's why most of there characters have a bit of mystery to them. A lot of characters have a detective aspect to them. For example Batman, Constantine, Fate, The Endless, Phantom Stranger, Presence, etc.
Where Marvel as the name suggest, focuses on the marvelous sides of their characters. Their superheroes are very overpowered and they do bunch of flashy stuff. Which appeals to younger audiences. For example spiderman, thor, hulk, living tribunal etc.
At the end, it all comes to the preferences. Mostly younger audiences appeal towards Marvel. While relatively older audiences appeal towards DC. Marvel focuses on there powers and abilities mostly whereas DC focuses on the morality and philosophy of these characters.
One good example is The Sandman series by Neil Geimen. Which is a masterpiece and truly a work of art, shows the human aspect of powerful entities called the endless.

Nah, pretty much every character created by Stan Lee, Kirby, and Ditko continue to echo themes that most of us can relate to, to the family dynamic of the Fantastic Four, to the struggle with self control of the Hulk, to the fight for belonging and equal rights that the X-Men bring to the table. I'm not sure what "overpowered monstrosities" you're referring to, but the Justice League literally has four numbers alone that can travel as fast--or faster--the the speed of light, in addition to multiple members that can potentially put the Hulk in his place.
