No they are not. A publisher doesn't need to impose themselves over "griefing" in the community, nor be able to ban players for now towing the line. It should be the developers if anything who take care of that. Not to mention the +100 countries who will lose access to a game they bought. Sony thinks they need to enforce this, but why do they have a problem if people say it should be a choice? Inflating psn subscription numbers, that's why.
