On paper, the Chancellor. It is a bit of a dilemma, however, as the Reichsführer-SS (Himmler's title) doesn't technically report to the government, he reports to the party leader (historically the Fuhrer, Adolf Hitler). His private army, the Waffen SS, originated as a bodyguard unit for the Fuhrer, and in theory his protection remains their primary responsibility. Himmler's role, was also historically expanded under Hitler to give him command of the Gestapo (secret police), as well as regular police forces (this was to consolidate party control of law enforcement) via his OTHER titles (Chief of the German Police and Reichsminister of the Interior). While the Chancellor holds the higher title, he's ultimately a civilian. Himmler has an elite and ideological private army sworn to himself and the late Fuhrer, a secret police force, and control of all regular law enforcement agencies. He is THE best placed guy to launch a coup, which is what happens here. SS Allegiance to Hitler does not neccesarily extend to Hitler's successor, especially where the title of Fuhrer ceases to be held (Chancellor was one of two titles Hitler merged into "Fuhrer," along with President, and it was the latter title that provided him authority over the military). In American terms, this is kind of like if the Director of the Secret Service was also the Homeland Security Secretary (in charge of the FBI, NSA, etc) AND held a military rank equivalent to General of the Army, the Vice President assumed control of the country after the President was assassinated, and then the aforementioned Secret Service Director was informed the Vice President was the one who killed the President. Legally speaking, the Director would be correct to arrest the VP even if they had already been sworn in as Commander in Chief.
Reichsführer is the head of state, just like todays Bundespräsident in germany, but only on paper. The legislative power falls to the Reichskanzler or Bundeskanzler thus making him the Führer we know.
